Actually, anyone that develops on the core of PHP knows that there are a test suite, and that you have to use it. If you don't, you either get reverted or told to do your tests and run your tests on the public list. PHP's run-tests developer-testing-tool has received many talks by Marcus Boerger and has been presented many time.
